DANGEROUS DRIVING CRACKHEAD SENTENCED TO 30 MONTHS

STEPHAN PARR HAS 30 DAYS LEFT

THUNDER BAY, ONTARIO  ~~~~~~  April 6, 2022 (LSNews)  A 43 year old STEPHAN RICHARD PARR appeared by phone from the Central North Correctional Center today, Wednesday April 6,2022 before His Honour, Justice Vince Scaramuzza to plead guilty to several crimes from a crack fuelled police chase on Boxing Day 2020. 

ADMITTED FACTS

Hardworking Thunder Bay Police Officers were on patrol Saturday December 26,2020 when they observed a Kia SUV leaving a known drug house on the 100 block of Sherbrooke Street.  The driver, STEPHAN PARR was driving erratically & drove through a couple stop signs. Officers activated their lights and attempted a traffic stop but PARR sped away at speeds of over 100km/h proceeding southbound on Edward Street. 

The TBPS Watch Commander called off the chase due to public safety concerns but PARR continued on striking a truck at the intersection of Arthur & Edward Street.

PARR was in the vehicle with local criminal AVERY MCGUIRE. 

PARR then ran across the Burger King parking lot and jumped an 8 foot fence. 

A Thunder Bay Police Officer also jumped the fence & chased the male on foot and located him hiding behind a snowbank on Begin Place. 

Officers seized 12.2 grams of crack cocaine & $2035 in cash. Brass knuckles were also found on PARR. 

PARR is a suspended driver and has been in custody ever since.  

The accused was found to be a suspended driver and in possession of a quantity of suspected crack cocaine, and a non-firearm prohibited weapon.

STEPHAN RICHARD PARR is guilty of 

  • -Dangerous Driving 
  • -Carry Concealed Weapon 
  • -Possession of Property Obtained by Crime Under $5,000
  • -Possession of Cocaine 
  • -Fleeing Scene of Accident 
  • -Resist Peace Officer by Fleeing 
  • -Operation of Motor Vehicle While Prohibited 

JOINT SUBMISSION 

Crown & Defence Attorneys have a joint submission of a 30 month sentence for Justice Scaramuzza to consider. A 6 month credit will be given be cause of the harsh conditions at the Correctional Center. PARR has served an actual 467 days in custody. It will all be enhanced to 29 months of presentence custody. 

STEPHAN PARR has a lengthy criminal record with 41 criminal convictions. 

He has 10 previous criminal convictions for driving plus 7 convictions for drugs as well as weapons convictions. 

PARR tells the court that he’s sorry for what he did and it was stupidity. 

Justice Scaramuzza tells PARR “It’s not only stupidity, it’s criminal. When I first heard your case, I thought it was a Hollywood movie. This case is awful at best” 

His Honour accepts the joint submission and sentences PARR.  He has 30 days left to serve.  PARR also receives a 10 year driving prohibition plus 12 months more probation and a DNA order. PARR is ordered to pay restitution to Wawanesa Insurance as well. 

PARR is planning on moving to Sudbury when released from jail.
