ALLEGED CHILD ABUSER BACK IN CUSTODY AFTER BEING RELEASED ON BAIL YESTERDAY

JUSTICE OF THE PEACE ANNA GIBBON RELEASED WOMAN YESTERDAY TO GO LIVE IN A HOME WITH A CHILD PRESENT

THUNDER BAY, ONTARIO,  ~~~~  June 26, 2020   (LSN)  A 30 year old STACEY RAINE MANNING was released on $500 no deposit bail yesterday afternoon by Justice of the Peace Anna Gibbon. Her Worship Gibbon ordered MANNING to live with her sister as surety, abide by a 9pm to 7am curfew and not be present around children under 16.

But, Justice of the Peace Gibbon knew there was a 6 year old child present in the home she was being released to.

GIBBON ordered MANNING to be released anyways.

Dilico Family Services quickly became involved and advised MANNING’S sister they would take her child away if MANNING remained in the home.

MANNING was driven to the Thunder Bay Police Station by her sister who revoked her surety status. Hardworking Thunder Bay Police Officers took STACEY MANNING and took her back into custody. She was charged with breaching her release order by being around children under 16.

MANNING spent the night in a jail cell at the Thunder Bay Police Station and appeared in Bail Court this morning, Saturday June 27,2020 before His Worship, Justice of the Peace Marcel Donio.

Provincial Crown Attorney Stacey Hamilton is not consenting to the release of MANNING.

MANNING was transported to the Thunder Bay Correctional Center this afternoon. She will need to find a suitable surety if she wants to be released again.

STACEY MANNING is facing criminal charges of:
-criminal negligence causing bodily harm against a child under 16
-failing to provide the necessities of life to a child under 16.
Plus the new breach of release charge.

She is coaccused along with 35 year old DAVID MARTELL.

This is another huge screw up by Justice of the Peace Anna Gibbon. She has never attended law school and previously worked as a Correctional Officer and the Aboriginal Liason Officer for the City of Thunder Bay.

Murders Thunder Bay vs other Ontario Cities

Thunder Bay maintained its title as the murder capital of Canada in 2018,  For the third consecutive year - and the fourth time in the last five years

 It has been announced again that Thunder Bay is the Murder Capital of Canada for 2018 in Canada for CMAs with populations between 100,000 to less than 500,000 people

Thunder Bay had the highest rate in that category with 6.38 homicides per 100,000.

Thunder Bay has the highest Opiod death Rate in Ontario

It’s made Thunder Bay the highest per capita opioid death rate in Ontario.

The 44 deaths were a 40 per cent increase from 2017, a year in which Thunder Bay also held the highest provincial rate.

Between July 2017 and June 2018, nearly 3,900 naloxone kits were handed out by the Thunder Bay District Health Unit and local pharmacies, 

 

 

Thunder Bay is that the homicide rate for 2017 is down from 2016 when it stood at 6.62 per 100,000

Greater Sudbury's murder rate is  remains one of the lowest in Canada. murder rate was 0.61 per 100,000 people
