Harbour Expressway & Golf Links Road intersection

THUNDER BAY, ONTARIO ~~~~~~ March 26, 2021  (LSN)   Hardworking Thunder Bay Police Officers responde to a call yesterday, Thursday March 25,2021 at the Harbour Expressway & Golf Links Road intersection of a driver blocking traffic. Officers arrived at 2:09pm to find the driver, CODY ROSS FINLAYSON in a black Chevrolet Malibu passed out behind the steering wheel. He was going in & out of consciousness with his foot on the brake and the vehicle transmission in drive. 

TBPS Officers believed to be Drug-Impaired.  The driver refused a blood sample request and he was placed under arrest. 

He was in the vehicle with Jessica Shawinimash whom he was not supposed to have contact with from outstanding criminal charges of assaulting her & stealing her cell phone on August 3,2020 because he was jealous that she was talking to other men. 

When he was brought to the Balmoral Police Station, the accused allegedly resisted 2 TBPS Officers by dropping to the ground and refusing to give up his hands. 

A 29 year old CODY ROSS FINLAYSON was criminally charged with:

  • -breach of undertaking (contact)
  • -impaired driving
  • -refuse blood sample demand 
  • -resist police officers

FINLAYSON spent the night in custody at the Balmoral Police Station and appeared by video before Her Worship, Justice of the Peace Jennifer Neill this morning, Friday March 26,2021. 

FINLAYSON was ordered released on a $200 no deposit release order with conditions:

  • -reside with his mother on the 100 block of Beaver Road on the Long Lake 58 Indian Reserve 
  • -no contact with Jessica Shawinimash 

He has a future court date in May 2021

The Director of Communications at TBPS has not notified the public about this potentially dangerous incident as he stopped reporting all impaired drivers earlier this month. 

There were a total of 11 people arrested and held at Balmoral Police Station yesterday. Several were on warrants for drug dealing, violence and sexual assaults. The Director has not told the public about any of these arrests
