FIREARMS, EXPLOSIVES AND QUANTITIES OF COCAINE AND ILLEGAL CANNABIS SEIZED AFTER EIGHT-MONTH INVESTIGATION

SOUTHWEST ONTARIO ~~~~~~ March 25, 2021  (LSN)    One individual has been charged under the Cannabis Act and Criminal Code after an additional search warrant was executed by the Project WEAVER investigative team, resulting in the seizure of approximately $1.8 million in illegal cannabis and illegal cannabis products.

On March 18, 2021 the Ontario Provincial Police (OPP) and its partner agencies announced the results of an eight-month investigation into firearms and drug trafficking in southwestern Ontario. Project WEAVER saw 11 search warrants executed on March 9, 2021 resulting in the arrest of 10 individuals for 268 charges. Significant seizures of firearms, explosives, cocaine and cannabis were made.

As a result of those warrants, two (2) illegal cannabis storefronts have been removed from operation and interim closure orders have been issued in accordance with the Ontario Cannabis Control Act.                                                                                

After the initial search warrants, police had grounds to execute an additional warrant in London on March 12, 2021. This warrant was executed by the OPP Organized Crime Enforcement Bureau (OCEB), Biker Enforcement Unit (BEU), Provincial Asset Forfeiture Unit (PAFU) and the Provincial Joint Forces Cannabis Enforcement Team (PJFCET).

This warrant in London led to the seizure of:

  • 81.65 kilograms (kg) illegal cannabis valued at $979,862
  • 56 illegal cannabis plants and 272 clones valued at $58,720
  • 2.15 kg illegal cannabis hash valued at $60,120
  • 5.91 kg illegal cannabis oils valued at $419,260
  • 3.66 kg illegal cannabis isolates valued at $273,611
  • 231 units of packaged illegal cannabis products valued at $7,615
  • $218,282 in Canadian currency

The total value of illegal cannabis and illegal cannabis products is estimated at $1.8 million.

Jordan KIMMERLY, age 35 of London, has been charged with the following offences:

  • Possession for the Purpose of Distribution S.9 (2) of the Cannabis Act
  • Possession for the Purpose of Selling S.10 (2) of the Cannabis Act
  • Unlawful Production of Cannabis S.12 (4) (b) of the Cannabis Act
  • Possession of Property Obtained by Crime S.354 (1)(a) of the Criminal Code

The accused was released on an undertaking and had a first appearance on March 19, 2021 at an Ontario Court of Justice in London.

The PJFCET is responsible for enforcing the cannabis laws and investigating criminal enterprises that exploit or abuse the legal cannabis market and consists of members from: OPP, Kingston Police Service, Hamilton Police Service, Barrie Police Service, Chatham-Kent Police Service, Sarnia Police Service, Windsor Police Service, London Police Service, and Niagara Regional Police Service.

The only way to purchase legal cannabis in Ontario is through the online Ontario Cannabis Store (OCS) or in-person at an Alcohol and Gaming Commission of Ontario (AGCO)-authorized private retailer. Purchasing legal cannabis is the only way to ensure the cannabis has met the health and safety standards set out by the Government of Canada and Ontario. Illegal cannabis often does not match what is being advertised, recent testing of illegal cannabis products indicated lower than advertised THC levels and the use of banned pesticides. The purchase of cannabis from anywhere other than the online OCS or an authorized private retailer could lead to a fine of up to $100,000 and/or imprisonment for up to one year.
