Dryden Council Memorandum with the Nuclear Waste Management Organization

DRYDEN, ONTARIO ~~~~~   July 4, 2022 (LSNews)  At the June 27, 2022 Meeting of Council, City of Dryden staff were authorized to execute a Memorandum of Understanding (MOU) between the City and the Nuclear Waste Management Organization (NWMO) to further define the term “Significant Neighboring Community” as it relates to the NWMO’s Adaptive Phased Management Project.

Signing the Memorandum of Understanding does not constitute the City of Dryden’s support for the Deep Geological Repository (DGR) or the selection of Ignace as the host community.

A summary of actions set out in the MOU are as follows: • Remain an active, engaged community with the NWMO in respect to the DGR.
• Provide NWMO the results of any DGR-related studies, or pertinent planning documents once public, or unless agreed otherwise to by Dryden.
• Discuss community capacity building, community engagement, community studies, ongoing baseline work and partnership development with NWMO.
• Evaluate and undertake Dryden community-specific baseline studies in advance of the formal impact assessment process to identify mitigation measures to minimize adverse effects and improve community wellbeing.
• Support continued development of those studies undertaken by Dryden and funded by NWMO.
• Enter discussions towards a benefits agreement in respect to the DGR.
A Benefits Agreement would support collaboration throughout the development of the APM Project, the impact assessment process and support long term operational goals.

With the execution of the Memorandum of Understanding, the City and NWMO both acknowledge that there will be an impact to Dryden if Ignace is selected as the host community for the Deep Geological Repository. It will also open discussions towards the development of a Benefits Agreement which would seek to align with Dryden’s Community Strategic Plan.

Municipal officials will continue the important work of fully identifying and understanding potential impacts that the NWMO project will have on the community should it move forward. Some of those impacts will increase pressure on Dryden’s municipal resources. The City will remain focused on minimizing any adverse effects, achieving all identified benefits, and ensuring the community’s safety remains the top priority.

The City of Dryden will also focus on ensuring the community does not incur any financial burden, now or in the future, due to the impacts of the project
